ÖZET
Sağlık sistemleri, toplum sağlığını yakından etkilemektedir. Sağlık sistemlerinin uluslararası olarak karşılaştırılması ise karşılaştırılan ülkeler için hem yeniliklerin ortaya çıkmasında, hem de daha az maliyet anlamında önem arz etmektedir. Sağlık sistemlerini karşılaştırmanın üzerinde önemle durulması gereken bir diğer nedeni ise, sağlık sistemlerinin toplumun sağlık statüsü üzerindeki etkisinin tespitidir. Bu çalışmada Türkiye ve Azerbaycan’da uygulanan sağlık sistemlerinin olumlu ve olumsuz yönleri ele alınarak, diğer bir ülkeye örnek teşkil edecek durumların ortaya çıkarılması amaçlanmıştır. Azerbaycan, serbest piyasa tipi; Türkiye ise refah yönelimli tipteki sağlık sistemine sahiptir. Uluslararası karşılaştırmalarda mevcut veriler kullanılarak politika ve sistemlerin karşılaştırılması yöntemi seçilmektedir. Bu bağlamda ülkelerin sağlık harcamaları ve finansman kaynakları ile sağlık hizmeti sunum sistemi, finansal kaynak tahsisi ve yapılan ödemeler hakkında detaylı bilgiler sunulmuştur.
ABSTRACT
Health systems are closely affecting community health. International comparison of health systems is important both for the emergence of innovations and for less cost for comparative countries. Another reason for comparing health systems is the determination of the effect of health systems on the health status of the community. In this study, the positive and negative aspects of the health systems applied in Turkey and Azerbaijan were discussed and it was aimed to reveal the situations that would constitute an example for another country. Azerbaijan, free market type; Turkey has a welfare-oriented type of health system. In international comparisons, the method of comparing policies and systems is selected using existing data. In this context, detailed information about countries' health expenditures, funding sources, health service delivery system, financial resource budget and structured payments are presented.
